Exit Wounds

Seagal plays a cop that doesn't follow the rules. He saves the Vice President but breaks every order he was given to do it. This gets him sent to the worst precincts in the city where he finds corrupt cops selling heroin to drug dealers. It's hard to tell the good guys from the bad guys as Seagal starts to kick ass in his own breaking the rules style.
